Supporting Students with Oregon and Federal Civil Rights Law

Presenter:  Marinda Peters, ODE Civil Rights Specialist, and Kate Hildebrandt, ODE Civil Rights Specialist

Description: 
Students in Oregon K-12 schools are protected by federal and state civil rights laws that entitle them to equal treatment. This full-day session will focus on understanding and implementing Title IX and Oregon civil rights law that protects students from discrimination based on sex, sexual orientation, and gender identity. Topics addressed will include: compliance requirements of Title IX and Oregon law, sexual harassment policies, single-sex education programs, support for LGBTQ2SIA+ students, and more. Participants will have the opportunity to connect with colleagues across the state to discuss scenarios and to address frequently asked questions. This session is appropriate for anyone who is designated as a Title IX Coordinator or who has responsibility for implementing Oregon or federal civil rights law.

About the Presenters: 
Dr. Marinda Peters
(she/ella) is a Civil Rights Specialist at the Oregon Department of Education (ODE).  In her role, Marinda specializes in rights and obligations under Title VI, Section 504, and Title II. She comes from 17 years of working in public education as a Professional School Counselor, Behavior Coach and 504 Coordinator. Marinda has an MA in Counseling Psychology from Pacific University and earned her PhD in Counseling in 2017 from Oregon State University.

Kate Hildebrandt (she/her) is a Civil Rights and Title IX Specialist at the Oregon Department of Education. She has spent more than 10 years working in Title IX compliance at the K-12 and college level in Oregon, Ohio, and Texas, with previous experience in violence prevention, crisis response, and international public health. Kate has a BA in Women’s Studies from Rice University and an MA in Higher Education Administration from The Ohio State University.
